Meme Lawyers to Host Cameroon Bar Secretary for Public Procurement Training Seminar KUMBA, August 13, 2026
The Secretary of the Cameroon Bar Association and Member of the Bar Council, LSC Barrister Martin Serge Zangue will be in Kumba for a joint professional training seminar involving lawyers and advocates-in-training from Meme and Manyu Divisions.

Kumba, Cameroon — The Meme Lawyers’ Association (MELA) will on Saturday, August 15, host the Secretary of the Cameroon Bar Association and Member of the Bar Council, LSC Barrister Martin Serge Zangue, in Kumba for a joint professional training seminar involving lawyers and advocates-in-training from Meme and Manyu Divisions.
According to a communiqué obtained by Pinnacle Times, signed in Kumba on August 11, 2026, by Dr. Bar. Ebolloh Emmanuel Musango, President of the Meme Lawyers’ Association and Divisional Coordinator in charge of Admission and Training for Meme Division, the seminar, which forms part of MELA’s Continuous Legal Education programm, will take place at Regal Hotel in Kumba from 9:00 a.m.
It will focus on the theme: Public Procurement and Litigation: Mastering Procedures, Risks and Remedies under the CEMAC/OHADA Framework.
The training will be facilitated by LSC Barrister Martin Serge Zangue, Secretary of the Cameroon Bar Association and Bar Council Member, alongside Magistrate Chick Biat Anong, Deputy State Counsel for Mamfe. According to MELA, the seminar comes at a time when public procurement related disputes constitute a significant proportion of litigation before administrative and audit courts and benches.
The association says understanding procurement procedures, administrative contracts, contested contract awards and the execution of judgments has become increasingly important for practicing lawyers.
The seminar is expected to examine several aspects of public procurement and litigation, including: Innovations introduced by the 2018 CEMAC Public Procurement Code and their harmonisation with the OHADA framework; Practical procedures for challenging irregular procurement awards before the ARMP and Administrative Courts;
The role of State Counsel in procurement-related offences; and ethical obligations and risk management for lawyers advising bidders and contracting authorities.
MELA preseident says the participation of the Secretary of the Cameroon Bar Association demonstrates the Bar Council’s commitment to decentralising quality Continuous Legal Education (CLE) and strengthening advocacy capacity across the South West Region.
The association has encouraged all practicing lawyers in Meme Division to attend the seminar, while Advocates-in-Training (AITs) are required to participate as part of their professional training hours.
The event is also expected to strengthen professional collaboration between lawyers from Meme and Manyu Divisions, with MELA describing the joint session as an opportunity to promote solidarity and the continuous development of the legal profession.
